Here is my solution.
Or, (as is more likely) everyone has a complaint.That or one with four receptacles in a circle.....ground up ground down neutral up hot up......everybody's happy
If I was really going to look for a violation, I would bet that the ring for the outlet installed in the plywood is not deep enough and it needs an extension ring. Looks like a phone board which is always installed after the rough is done.
It must be optical confussion on my part as they appear to be raised above the surface to me. Might be time for some glasses!!
