I I think the intent is clear, although obviously a little vague, and maybe on purpose to leave it up to the AHJ.

What is vague about the requirement?

It says what it says nice and clear.

You feel it is vague because you don't see the logic of it (neither do I) but it is the rule and we have to follow it.
