So why don't they just standardize on twistlocks?

It is not really the issue of the plug pulling out of the receptacle ... it is more of an issue of the contact pressure between the plug and the receptacle. The tension test is indirectly measuring the contact pressure. That would be much harder to do if you used twist lock devices.

Because the test is not an internal test of the receptical but rather how much pressure it take to remove the plug..
