I think claiming that changing a light fixture is altering the branch circuit is a huge leap.


What you are suggesting would mean that the changing of a fixture in an old house would require replacing any old K&T or reduced EGC NM cables in the circuit.
My personal preference is for the first argument. I am just acknowledging that it is not a slam dunk and that the opposite can be argued.

I'm thinking we got of the track here. AF protection is for the wiring circuit. GFI protection is for Personal protection. The use of a AFI receptacle will protect the wiring downstream of the outlet but do nothing for the circuit before the device. Changing light fixtures or a defective duplex receptacle has no bearing on weather a AFI is required. Adding an outlet (extending wiring) to the circuit would.
