If all those motors were fully loaded, then the power load on the 240 V 200 A service would probably be more than double the line rating. Likely some of the big motors are only fully loaded part of the time, and /or the service is substantially overloaded.

His start-up procedure allows use of a small converter to bootstrap up the system and then use the inertia of all the large motor loads to do what a larger converter might have been used for. And a large part of the power may be coming thru as single phase power to the motors. We do not know what the voltage distribution is between the phases. Also we don't know how much voltage drop is occurring at the service entrance. It is unlikely he is on a 25 KVA pole transformer.

Theory does apply. It is just necessary to know what are all the parameters.

What is the power input to the converter with no load?
With all of the drill motors running unloaded?
Peak input power when all motors are drilling in pine?
Then peak power with all motors drilling in hardwood?

Is the machine operating at the maximum desired feed rate?
