If you are submitting the Shop drawings, it is easier to send pdf files instead of hard copies. Saves your time on the copying, mailing etc., have your venders pull the shops together for you. The the engineer on the project has to go thru them and mail them back which can be a pain if you are submitting on an equal that the engineer does not like, then comments go back and forth. Email the submittal then make hard copies when you submit the As-Built drawing set.

they want you to stamp the submittal prior to sending them to the engineer for approval to prove that you have reviewed them and feel they meet the specification.. this is totaly normal on schools. more than likely a boiler plate specification they use on all thier projects.
