Short Radius Elbows not allowed to be installed in the middle of a conduit run

The first fitting needs to be a seal off and can't be a type-C condulet per 501.15(A)(4). A typical type-C condulet (Form 7 & 8) is C1D2 rated and is not allowed. We are in a C1D1 Group D location which would require an "EKC" conduit body or similar but still not allowed to be the first fitting.

The thought is that the type-C condulet would not be the first fitting, but it would be put after the short radius elbow that's attached above the seal-off with the short nipple. Like in what I dropped into your sketch below.

With its cover off, there might be enough clearance to screw the condulet onto the the short elbow after the elbow has been installed above the seal-off. Otherwise, the elbow could be attached to the condulet first and then this assembly screwed onto the short nipple (if there is horizontal clearance to do so).
