Snap switches in new construction article 404.9 b NEC 2017 need equipment grounding conductor. No equipment grounding conductor is connected.

This has passed inspection every switch has a ground screw but no equipment grounding conductor is connected. From my understanding and from experience I always connect the switches to the equipment grounding conductor how does this pass inspection especially when the fixtures are also not connected?

Is the box metal? If so no wire type bonding jumper is required. The two 6-32 mounting screws are all that's required to bond the switch.

Do the switches need to be the style that has the 6/32 mounting screw running through that small brass tab that actually holds it onto the yoke or can they be the type that only have the fiber retainer that keeps the screw from falling out of the yoke?

No snap switches that are grounded by their mounting screws to a metal box are not required to be self-grounding (tab on screw) like receptacles.

The relevant language in the 2020 NEC sees to be article 404.9 (B) (1).
