NEC 2014 is the first time the code recognized specifically this type of splice since it is listed for concealed locations, They have been used for years connecting double wides together probably why some call them mobile home/modular splices. Basically, manufactured homes are inspected on site by a recognized inspection agency to all building, plumbing, mechanical & electrical codes. The convienience of the taps allow the manufacture employees to set & finish without a permit for perviously inspected construction. Back in the day -- IMO the under ground mechanical splice kit was another emergency type method though I do not believe they are not rated for concealed locations.
