Sump pump connection

I'm going to try posting a photo. This 'should' show a parking area which drains into a 30 X 30 sump pit. The GC placed 3/4 schedule 80 PVC below grade before the concrete was poured. The short stub under the panel to the right, has a field-spliced cord at the moment (the loop which was hung on a fitting just to make it visible.)

It seems as if Zorch and Pierre are saying, the correct thing would be to use the PVC as a raceway and install a receptacle in the wall of the pit. In which case I'd bring this raceway directly into the panel.
The inspector I spoke with and tshea advocate a receptacle on the wall, with a 'long' pump cord. In this case, it would need larger PVC. As I understand it, this would then not be a raceway, as it would not be closed.
