422.13 is a minimum breaker size of 125%. 422.11(E) is a maximum of 150% with round up permitted. I don't see a conflict, just a bounding of breaker sizes between 125% and 150% of the heater rating, and round up to a standard breaker size is permitted.

I vote for, if the #12 wire is already there, using a 25-amp breaker.

You can't use a 25 amp breaker with #12 wire. Typo, perhaps? Perhaps you meant #10?
