The AHJ has no input on the service point...the utility defines that and they do not have to comply with the NEC. They can have as many service points on a building as they want to. The NEC starts on the load side of the service point.
NEC also does mention and defines service drop and service lateral which are on the utility side of the service point. 230.40 also does mention service drops and laterals in it's content and says they shall only supply one set of service entrance conductors. That seems to be crossing the line in some way if NEC doesn't apply to what is ahead of the service point.

I agree the intent is for NEC not to apply to what is ahead of the service point, yet here it tries to push itself across that line to some extent.

So as a general philosophy, the nec doesn't try to define what a what service is, they just go along with whatever the utility defines it as? Its rather odd that the Nec has the "one service" clause at all. They seem to have some sort of interest in that regard so they could put in more wording to achieve their goals

Correct, the NEC or AHJ does not define the location of the service point. I don't see how the NEC could put more wording in to tell the utility what to do....the NEC does not apply on the load side of the service point, so nothing in the NEC can govern the location or number of service points.
