Then the conduit in Dennis Alwon's posted message must be PVC.

If metallic there will be the unbalanced load neutral current also flowing on the conduit back to the source. What does the NEC say about that?

.

Nothing if its on the line side of the service disconnect.

The real story was there were 3 service laterals- one to each of 3 sides of the building. The ec ran a 3/0 copper conductor to bond all the services together. :?-- so they did that- but they only drove a ground rod at one service. I still think they would need rods at each service.. the distance from the last service to the rods would be very long and in that sense worthless but I am not certain.

Is here somewhere in 250 that states the electrode should be near the service?

250.24(D) vaguely requires that a GEC 'connect' service equipment to the GES, but 250.64(D) explicitly addresses multiple service disconnect enclosures and gives multiple options for how to deal with them. One of the options is a single GEC connected at a point ahead of all service disconnects.

doesn't 250.64 (D) address a service with more than one disconnect

Im not seeing in the text multiple disconnects from more than one service

well if one installed a GEC at each, wouldn't each also be required to be made to incoming H2O, building steel, CEE....etc??? ~RJ~
