If metallic there will be the unbalanced load neutral current also flowing on the conduit back to the source. What does the NEC say about that?

It appears that 250.25(D) requires a GEC at each service disconnect.

250.24(D)No this is not correct. Take a look at 250.64(D)(3).

250.24(D) vaguely requires that a GEC 'connect' service equipment to the GES, but 250.64(D) explicitly addresses multiple service disconnect enclosures and gives multiple options for how to deal with them. One of the options is a single GEC connected at a point ahead of all service disconnects.
