Sub-Panel Under the Meter

Hello Everyone,

Here is what I am currently exploring:

Can I install a subpanel under the meter which would provide 100A "main" breaker to the interior house panel that does not have a main breaker in it, 50A circuit to the hot tub, 50A to the garage, and a 15A to a pond pump?

meter > 100A main breaker for interior electrical panel + 50A tub + 50A Garage + 15A Pond pump

Or Do I have to have a 100A main breaker first, then subpanel it out for the house, tub, garage, and pond pump?

Meter > 100A main breaker > inside panel + hot tub + garage + pond pump

The reason I am asking is because in order to install the tub and garage, I would need to replace the interior panel (lack of room in existing panel) and its very difficult to run feeder cable to the hot tub and garage from the inside of the house.
