Basically you start by getting a large transformer with a 208V primary and a center tapped 240V secondary that is large enough for your load. It is all downhill from there.
You will need to arrange for a ground system connection of one sort or another, either EGC or GEC if there is not one there, since you have to bond the neutral on the 240V side to ground.
