Wondering about the last sentance that sais: above floor or working platform.

I'd like to swap out a service panel located above a small corner bathroom in a small one stall automotive shop. Even though there is no ladder or stairs leading to the storage area above the bathroom ceiling, it is still considered a "working platform" right?

Well Service equipment and readily accessible has my interest.

I think that if that panel is not feeding any equipment up there and no one works there on a regular basis its not a working platform. The panel has to be accessible if there is an emergency and power needs to be disconnected right away.
