Finished or not, if it is 6' from a sink, it will be required.

I have also seen them in garages, sheds, kitchens and outside under overhangs. Just because you have a working washer does not mean you have a laundry room.

I did say yes and no so I threw in two examples. The list wasn't meant to be all inclusive to every possible scenario.

GFCI protection is for receptacles, requirement is by location, IE where the receptacle is.

A washing machine does not by itself require GFCI protection.
