1 phase on 3 phase

Is it okay to feed a 1 phase 10kva transformer with a 3 pole 480vac breaker. I have had some varied responses from the local jurisdiction on this. I do not see anything in the code that says specifically I can not do this, any ideas?

It would not be a violation of the Code to do that, as far as I know.
