Conduit fill

I know that there must be a good reason for how they came up this the percentages for the raceway fill in Table 1 Chapter 9, but every time I explain this table to an apprentice I can't help wonder why the two conductor fill percentage is not between the 53% (1 conductor) and 40% (over 2 conductors) for conduit fill.

My answer to them is how the 2 conductors might fill the conduit depending on the possible combination of conduits and wire diameters and it could exceed the 40% max fill for conduits under 24".

Any thoughts on this?
