I don't understand the logic......Why would hardwiring a piece of equipment that has current leakage be considered safe but if it were cord and plug connected, it would not be safe. Article 680 would not allow this.

More people are injured by cord and plug connected equipment than by hardwired equipment.

Broken ground pins, damaged cords etc.

Generally speaking if the hardwired EGC has been made up properly it will last as long as the circuit supplying the equipment.

BTW, they only recently started requiring GFCI protection for hardwired pool pumps.
