Insulated ground for pool panel (+regular EGC)?

I know a pool panel needs an insulated GND conductor, but is that in addition to the regular EGC?

No, the egc just needs to be insulated.

Ask him how you would hook it up at the panel. 2 hots, one neutral and 2 grounds--- doesn't make sense does it.
