Take a look at section 426.28. This section addresses ground-fault protection of equipment for fixed outdoor electric snow-melting equipment.

210.8 exceptions are for ground fault protection for personnel at a receptacle outlet.


426.28 requires ground fault protection for equipment - which allows the 30 milliamp class B variety GFCI instead of the 4-6 milliamp class A GFCI

What is fixed .... snow melting equipment? Is the type that plugs into an outlet fixed? It is removable for maintenance - like removing debree from the gutters etc. If it is not fixed but removable does it require Ground-Fault protection?

Yes, IMHO the cord and plug connected heat tape is still fixed snow and ice melting equipment and requires GFPE protection.

I agree that it should be GFCI protected, but how is it still required in this app with this section?

fixed outdoor electric deicing and snow-melting
equipment intended for specific use and identified as suitable
for this use shall be installed according to Article 422.

Good point, Also 110.3(B) would be applicable in this situation which would require GFPE protection if the installation instructions provided with the cord and plug connected heat tape required it. (All the heat tape I have installed required GFPE protection in the installation instructions)
