So the nipple actually a piece of wireway? Is there a length exception to the 20% rule for wireways?
 
As usual, I am lost. How is a nipple considered a wireway?

Metal Wireways. Sheet metal troughs with hinged or removable
covers for housing and protecting electrical wires
and cable and in which conductors are laid in place after
the wireway has been installed as a complete system

I think what the OPer is calling a "Nipple" is a short section of wireway.

I think he may be asking if this short section of wireway can use the 60 percent fill rule allowed for other raceway nipples of less than 24 inches instead of the 20 percent fill required for wireways.

That is what I understand the question to be.

The answer is NO, a wireway can't be filled to 60 percent. Note #4 to Table 1 in Chapter 9 only applies to conduit or tubing nipples not short sections of wireway.
