Splice in Service Panel

Can you have a splice in the service panel?

Say you run a circuit and the wire is 4 or 5" short...can you splice onto it to make it long enough to reach ...whatever?

So the service panel is the same as a cabinet?

The reason I am asking all of this is we are having a discussion here at work and I say they can and the other inspector is saying they can't.

I showed him this section and he stated that section doesn't cover the service panel. I said so.....the service panel isn't an enclosure for switches an overcurrent devices? He said.....No.....I said show me the section where you say it isn't allowed......he's still looking :)
 
The inspector needs to spend some time in Article 100.

A 'Panelboard' service or otherwise does not have an enclosure. A panelboard to the NEC is just the 'guts' As covered by Article 408

Panelboards are installed in cabinets as covered by Article 312.


Panelboard. A single panel or group of panel units designed
for assembly in the form of a single panel, including
buses and automatic overcurrent devices, and equipped
with or without switches for the control of light, heat, or
power circuits; designed to be placed in a cabinet or cutout
box placed in or against a wall, partition, or other support;
and accessible only from the front.

Cabinet. An enclosure that is designed for either surface
mounting or flush mounting and is provided with a frame,
mat, or trim in which a swinging door or doors are or can
be hung.
