bonding across a bolted pipe flange

What's bolted to the flange another flange? If so, then IMO nothing is required. A water meter would be a different story.
 
The water pipe is not being used as an electrode and the pipe flange is use to connect one pipe to another pipe (like a coupling in the electrical world).
 
I can't find the code section that says to put a bonding jumper accross a bolted water pipe flange ....

It is not a NEC requirement.

However it was not an unheard of specification requirement for equipment located in hazardous areas back when I was reading dozens of such specs a year.

I never did get why it was considered to be a good idea. It seemed to me that the bolts were quite an adequate bond.
