How do I convert a phase 3 to phase 3

I purchased a coolant/heater combo. It is a 3 phase unit, how can I convert it into a 2 phase unit. The cover states: Control Transformer Primary Leads: Red common, Blue 208 V, Black 230 V, transformer Factory wired for 230 Volts. Interchange Black for Blue leads for 208v operation.
