can you pigtail a 20 amp circuit with #14 wire as long as the tail originates in the box and does not leave the box?

I am leaning toward the opinions of the other guys here, but I have a question for the op and the others. What does the pigtail feed?

Wouldn't 210.19(4)(exceptions) come into play? Not for a receptacle I know...
 
there are few exceptions, but i doubt they apply to your situation, but we really dont know what it is. 240.4 D3 spells it out very plainly that 14 awg mustn't exceed 15 amp overcurrent protection.
 
I think 210.24 allows for #14 taps up to 40 amps.:happyyes:

for receptacles :happysad:, #14 AWG for receptacles has to be protected by 15 amp ocpd maximum, whether tapped or connected directly to the receptacle
