If there was innerduct that was required to be run in the conduits and the spec read" All conduit/raceways by others" would you interpret that as the innerduct as well??..........but you were pulling the cables.

I would also consider the innerduct to be 'by others'.

I would consider that kind of raceway (770.12) to be included under the word "All".
