No splicing for grounding conductors

I am working on a project where the client's design criteria has a strict requirement of NO splicing what so ever for ALL grounding conductors. I am pretty sure that it's not a code requirement. Why would anyone require that? Any thoughts?

How in the world are you going to install an equipment grounding conductor with a branch circuit without splices?:?

It must be fun to make up specs willy nilly with no idea as to how it'll get done as well as how much more it'll cost them.

That would require a dedicated equipment grounding conductor to EVERY device (switch and receptacle) and piece of utilization equipment (light fixtures, hvac, etc) on the job. So a 277v. circuit with 30 fixtures and 12 switches would require 42 grounding conductors. Thats 42 grounds, 1 hot & 1 neutral just for one circuit. Impossible in my opinion. He MUST be speaking of the G.E.C. and not the equipment ground. A simple typing mistake or mis-understanding of proper terminology. If not, he's an idiot.
