With regard to NEC 338.12b USE cable states that it shall not be used for interior wiring.
If we run the cable up a wall in conduit into a standup storage area under a house into the existing panel so that we can feed a main disconnect on a new separate garage building, is the portion entering the storage area considered inside wiring?
 
Imo, that would not be code compliant. USE unless it is dual rated cannot be used in the structure. I would bet that the USE you are installing is dual rated.

URD is nothing more than triplexed USE. You can get it with dual USE/RHW rated insulation. We use a lot of it around here, do need to be little careful as not all cable the suppliers stock is dual rated.
 
I would not consider the 'stub ups' you describe as "inside wiring." It strikes me as unreasonable to expect a junction box under the panel at floor level, to change wiring method, for that 3-ft bit of feeder.
 
Are you saying that since it's only 3' it not inside and therefore not interior wiring?

If it is inside it is inside. regardless of how reasonable it may or may not be.
 
If it is not a dual rated product, and the USE sold around my area is not dual rated, it cannot enter the building. It must be spliced to an interior rated conductor in a junction box that is outside of the building.
