70 e SAFET PLAN

Is there a procedure for a contractor and company that they have to show a health and safety plan before they start work . my question would be is there a reason they would use just one safety plan and why?

The employer/facility is required to tell the contractors about known hazards. The contractor is expected to protect their employees from the identified hazards, using NFPA 70E.
NFPA70E 110.1 requires the host employer and the contractor to document their meeting where these items were discussed.

Is the facility owner required to monitor the contractor to make sure he has on his PPE ? Or only to inform with a sticker on the box?

110.1 (A) (2) The host employer shall report observed contract employer-related violations of this standard to the contract employer.

So the facility manager is suppose to sit in a lounge chair, and watch the electrician all day long. And the second he does something wrong, he is suppose to call his boss ??

But yet, the facility manager is not required to know everything, so he doesn't know what's he's watching.

It doesn't say that. It just says if the host employer observes a violation, then it will be reported. The host employer does not want to get too involved in the contract employees work because the OSHA multi-employer worksite rules could apply, putting the host employer in a liability they do not want.
