Code compliant way to run SER cable indoors

A landlord is trying to relocate the apartment panels from the basement to the individual units. I believe he would have to change the 100A meter sockets to ones with a disconnect (or 100a breaker). What I'm unclear about is what would be the correct way to accomplish this. What does the code require regarding running SER cable indoors? Can he get away with running (3) #2 Al conductors in conduit (for each unit) from the basement meter socket to the 2nd and 3rd floor panels?

Sorry but it sounds like the landlord is trying to do this or you are working with him on it and are not qualified. IMO I need to close this thread
