I suspect ULs position is that they cannot say without field evaluation.

But that said, why would you want to do this?

Customer request. It may improve wire connection. We remove the washer that comes with breaker and replace with Nordlock to avoid lose connection over time

This a quite an expensive option/request. UL field evaluations are not cheap at all, prolly 5 digits minimum. Customer willing to pay?

What are the details if I may ask?

Size of breaker?

Which exact washer?

How many?
This is for many of our panels, but mostly we have for Fuji ELCB type, <100A ea.

If that is for the breaker to wire connection, it would get a red tag from me unless you could provide a letter from the breaker manufacturer or a field evaluation from an NRTL. Given the temperature and current cycling that is done when an electrical connection is evaluated by a testing lab, I am not sure you could even get a field evaluation.
