Can a sub panel in a condo that has a main breaker at the meter pack have a main breaker in the sub panel

If the sub panel has a smaller breaker than the main panel, the sub panel will (should) trip first. Nice if it's for a shop or something, no need to traipse all the way to the main panel!

Depends on a few variables, mainly reason for trip and trip curves.

Only for an overload. The trip curves will overlap for short circuits and ground faults. For those types of faults it is likely that they both will trip.
