GEC can pass through storage building wall without nipple or raceway?

Can the #4 ground wire coming from 2 driven ground rods 6 ft. apart pass right through the outer skin (1 1/2 in of sheathing plus siding) through a drilled hole to get to the service equipment panel ? I mean through a drilled hole without any kind of nipple or bushing ?
 
IMO yes. The GEC would not be subject to psychical damage by simply passing through the hole. We drill holes through the foundation walls for GEC's all of the time.

Yes, and if I'm not mistaken, so may #6, which is the largest that rods ever require, as long as it follows the building surface.

That's correct a #8 GEC would require protection in the form of cable armor or a raceway.
