NEC 2011 (newest one I could find in the office) 210.25 A + B. Looks fairly clear that in a multi occupancy building common area loads are not to be fed from a tenant meter....... Stop me if I am wrong.

Also worth mentioning, 230.40 has an exception (#4) for the circuits covered in 210.25.

I think if there are no house loads than you dont need. Seems like there are tons of these that are "almost" completely separate, and often no one wants to do a meter for a few lights, basement, furnace, whatever.....

I lived in an apartment where each had a switch for basement lights. 3 sets of basement lights to avoid having a house meter.

One old house I worked on they did something I had never thought of. Used two socket fixtures in common area, and fed one bulb from it's own switch each in unit.
