I've always heard no more than 10 outlets on a 20 amp circuit as a residential rule of thumb but inspectors have told me there is no limit by the NEC. how many allowed on a 15 amp residential receptacle circuit ? Thank you.

Study 220.14(I) and (J) and you will see why the inspector is correct.

3/4 the limit for a 20A circuit. In other words, no limit there either.
