I have a project where the service entrance equipment is to be located on the side of the new garage. From there I need to run the feeder to the new house. The shortest and straightest distance is under the garage. I thought I read that it was prohibited to run a feeder over, under or through one building to another. Is that the case and if so could someone please direct me to the code section? This project is using the 2016 California Electric Code which is based on the 2014 National Electrical Code. Thank you.

There is no issue with a feeder going from one building to the next however if the conductors are in the slab then they are consider outside the building

You may be thinking of 230.3 but that does not apply here as these are feeders (as Dennis mentioned) not service conductors. However, you do need to install the feeder in a raceway. See 300.5(C).
