Lot's of NEC issues here in addition to what you highlighted but this is not a US install. Probably not compliant where it is eaither.

The green wire on the CB is OK if installed before 2005.
More than one wire on CB may be OK, look on CB it will have how many per terminal.
You missed violation at top where smurf tube comes into panel.
What is that gray stuff bottom left?
As asked, is this installation under the scope of the NEC?

Nothing is grounded is my guess....

1. No fittings on the "conduits".

2. No equipment grounding conductors.

3. If the feeder black is an EGC, it should be on the other bus.

What are your questions about the grounding bus and the bare metal?

The house honor is complaining that the lights continue to burn very fast like every 2 to 3 weeks he uses CFL (compact fluorescent lamp).

What do you think the cause is?

Violations so obvious that even young tradesmen would figure out - I thought there was a limit on who posts

Maybe that is normal for over there. This is the US and an NEC forum. We shouldn't allow questions from places outside the scope of the NEC unless they are purely for entertainment.

Skyline are you an electrician? What voltage are the lights?

The panel is a total violation of NEC standards but is Saudia Arabia under the nec?
