Is an outdoor service meter with a disconnect still 3ft min and 6ft max to the center of the meter from ground in Massachusetts

The meter is up to your POCO, it's not an NEC concern. With that said, MA may have a local rule.

It is ultimately up to the utility, for any meter that is specific to the utility's purposes, such as a service meter.

Eversource East (formerly NSTAR) and National Grid agree with that height range from 3 ft to 6 ft, from finished grade/platform/finished floor to the center of the globe. Other utilities may have different acceptable ranges. Generally, the ideal position for the meter globe is at "eye level", which for a typical person is between 5 ft and 5'-6".

Reminds me of a service one of my guys built about 30 years ago, I had an electrician we called "tiny", 6'4, around 400 lbs! He asked what height I wanted the meter bank built, I told him the meter sockets needed to be at eye level. Came back a while later, he had them all at his eye level! LOL!
 
Thanks everyone I found it on National grid document min is 3'6" to max 5'6" to center of meter the bottom of the meter socket can't be less than 2ft of the ground 3 ft from a gas meter

That's why it is best to avoid subjective dimensions such as "eye level". And if someone gives you a subjective dimension, show them your interpretation, and work with them to refine it into an objective dimension.
