Fire pump disconnecting means

Had an issue with an Inspector come up on a Rated Fire Pump Controller fed from a pad mount utility transformer. He claimed due to 2017 code change we have to have a non-fusible disconnecting means by the pad mount location in addition to the controller located on the exterior wall of the facility. This is an existing hospital and there is a gen feed going into the controller as well. I can't find in the code where this requirement is listed, does anybody know what he's alluding to?

Yes I would like to see what section the AHJ is citing.
