I’m thinking It’s not permitted to tap out of a garage receptacles circuit for an outside outlet. Is that true? What about tapping out of outlets in other rooms in the house ? Thanks

All depends..
You on the 2017?
Use the exception...

(4) Garage Branch Circuits. In addition to the number of
branch circuits required by other parts of this section, at least
one 120-volt, 20-ampere branch circuit shall be installed to
supply receptacle outlets in attached garages and in detached
garages with electric power. This circuit shall have no other
outlets.
Exception: This circuit shall be permitted to supply readily accessible
outdoor receptacle outlets.

The section Hv&Lv quotes (210.11(C)(4)) is substantially the same in NEC 2020. They just added a reference to the section about required outlets:

Garage Branch Circuits.

In addition to the number of branch circuits required by other parts of this section, at least one 120-volt, 20-ampere branch circuit shall be installed to supply receptacle outlets required by 210.52(G)(1) for attached garages and in detached garages with electric power. This circuit shall have no other outlets.

Exception: This circuit shall be permitted to supply readily accessible outdoor receptacle outlets.

2008 doesn't mandate garage branch circuits. It was added in the 2017 code.

Someone please remind me the definition of "this circuit shall have no other outlets". I remember learning this, but it still makes no sense. It can obviously be used on outdoor receptacles, garage lights and I assume the crawl space also. Thanks

In the case of the garage, the "no other outlets" means no lights in the garage or any outlet that is not a receptacle. It can't leave the garage, so no crawl space. The rule says "20A circuit for receptacle outlets" not any outlets. The exception allows an outdoor receptacle on the garage if it's accessible.
Laundry & kitchen have similar requirements.
Laundry - only receptacles in the laundry room, no lights
Kitchen - only receptacles in the kitchen and the areas listed that may be on the SABC, no lights
