On a renovation, owner wants to replace a chandelier. So far no problem. Current one had what looked to be a medallion on ceiling. But when I removed the existing hanging fixture found it was not a medallion but was the trim ring from a recessed can light, an octagon box mounted inside of can. The existing fixture was very light weight but new one is more of normal for a chandelier. Haven't taken it apart any farther but I would assume that a fixture box mounted to a recessed can interior is not capable of supporting the chandelier at best and a violation at worse. Question is it a code violation? And if so what section?
 
I guess it would depend on the wiring to the box. Imo, it could be compliant.

They do make kits that will convert a can to a hanging fixture

I don't see how that setup could support a fixture that weighs up to 50 pound.

314.27(A)(2) Ceiling Outlets. At every outlet used exclusively for lighting, the box shall be designed or installed so that a luminaire
or lampholder may be attached. Boxes shall be required to support a luminaire weighing a minimum of 23 kg (50 lb). A luminaire that weighs more than 23 kg (50 lb) shall be supported independently of the outlet box, unless the outlet box is listed for not less than the weight to be supported. The interior of the box shall be marked by the manufacturer to indicate the maximum weight the box shall be permitted to support.
 
Is there a code reference (2017) that would make it non compliant? The home owner and GC on site are of the mind set of "can't you just", and like to push back against any changes that slow things just for safety's sake. The lamp definitely pushes into the 50lb limits based on the weight of package, don't want to unpack as a lot of glass and dont want it to break while other construction going on around it.

Your applicable code section is right there in post #3. The box needs to rated to support 50#'s, the actual weight of the fixture (as long as it's 50 pounds or less) is irrelevant.
