Underground water metal pipe

So I have three buildings and outside in middle of three buildings I have switchboard outside.

The switchboard feeds the three building thru feeder breakers.

The switchboard is on pad at least 100 feet away from buildings right in center. The designer says their is no underground metal water pipe as grounding electrode

Question would water pipe running underground more than 10 feet at the switchboard passing into building count as underground water metal pipe grounding electrode or not? The water pipe is underground and comes up inside the each of building and just passes next to swithcboard site underground. It does Not come up the switchboard site

If any or all three buildings have 10ft of metallic underground water pipe in contact with the earth at that building then any with that scenario would need to bond to that pipe and follow 250.53
250.50 discusses buildings or structures so IMO I don't see where the switchboard would need to bond to the pipe.

Ok but my switchboard is where my utility service comes in and is service switchboard equipment. Switchboard on pad built on site with foundation is a structure. So I have main service grounding electrode system at the switchboard. Designer is saying their is no underground metal water pipe so it does not need to be bonded.

However, All qualified grounding electrodes must be bonded at main service switchboard so post #1 water pipe running underground direct contact with earth more than 10 feet at the switchboard passing into building count as underground water metal pipe grounding electrode that need to be bonded or not at the service switchboard?The water pipe is underground and comes up inside the each of building and just passes next to swithcboard site underground. I agree with the designer.. what if the pipe was 50 ft away or 75.. it's not at the switchboard so it's not there period.

Water pipe is underground 10 ft or more direct contact with earth does not come up at the main service switchboard.

The water pipe underground marked location above ground is 10 feet from the main service switchboard pad but goes underground to and comes up at each building 80 to 100 feet away.

Still the underground metal water pipe grounding electrode should be bonded or not at the main service switchboard? Designer still correct should not be bonded to main service GES and no underground metal water pipe as electrode?
