Agreed. To me it's a two-part question:

1. Is SE cable permitted within walls? I say yes.

2. Is 4' of interior service permitted without an outside main. I say maybe.

Is your question whether it's the cable type or the penetration distance that is in question?

If the latter, an outside main and SER cable would be the fix. Conduit doesn't change anything.

My concern is #1 SE cable as shown in sketch post #1 is run concealed in drywalls. See left side of the sketch label Floor Plan post #1. Please see red dotted line from meter to the main service panelboard in the wall.

does code allow SE cable concealed in drywall?

Even if the jurisdiction allows a certain number of feet inside of the structure I doubt that they would allow SE cable run inside of the wall without any overcurrent protection.

Is this in code anywhere?

Rob I dont see any code section to back up that assertion. IMO its fine as long as the "nearest point of entry" distance is not exceeded.

You take a look at pictures as part of code compliance or not questions. You cannot look at sketch. Whats the difference? You are not reviewing the plans. Its code compliance question not review the plans question

So the answer is per the code, nearest the point of entry, which to me is not 4 ft, and thats what the code says. Its up to you to determine how far.
If its not nearest the point of entry, then the SE cable can be encased in 2" concrete and then its outside of the building
Or 230.50B has methods to protect SE cable.
We've reviewed this as much as possible.
