In order to transform the 150m outdoor cables to 4000a busduct, don't we need OCPD cable protection at the busduct fitting (End box)?

You need to protect the conductor at its rating. If the ampacity of the cables and the busway are at least what the upstream OCPD is set for, then not OCPD needed at the transition.

Both the cables and the busway are conductors...as long as they are protected at or below their rated ampacity, there is no need for any additional protection.
