When I taught electrical classes, the hospital techs always mentioned the Joint Commission Accreditation Agency

Please see definition for Health Care Facilities Governing Body, which refers to NFPA 99.3.3.72 (which is available on line).
Instead of asking more questions, can you contact the hospital and ask them who the Governing Body is?
My guess is its not the administrator....

The term governing body of a hospital is usually its board of directors, but I believe, as used by the NEC, it is referring to the entity the certifies/accredidates hospitals. As Tom mentioned, this could be the Joint Commission although there are a few others.
