Underground water pipe electrode in this case

I have drawing which says underground water pipe is ductile iron and comply with requirements of NEC 2014 section 250.52(A)(1).

Would ductile iron qualify as underground water metal pipe or it would not per NEC 2014 section 250.52(A)(1) given its under 10 ft?
 
If it's under 10' in contact with the earth it doesn't matter what it's made of it does not qualify as an electrode.
 
If it's under 10 ft in direct contact with the earth it does not matter of what material, it does not qualify as an electrode.

Let me clarify a bit. Water pipe is 10 feet underground but comes up inside the building and GEC connection would be made aboveground 5 feet within entrance of building. However its made of ductile iron. Would that still qualify as grounding electrode or not?
