if I have a 7 sec. switch gear that sits on top of a 5 ft deep vault,and some branch feeders overhead,can the overhead conduits enter in anyone of the 7 sec and run in the vault and come up in the breaker section???

No. See 408.3(A)(3)

(3) Same Vertical Section. Other than the required interconnections
and control wiring, only those conductors that
are intended for termination in a vertical section of a
switchboard or switchgear shall be located in that section.

There is an exception that conductors can run horizontally through sections.

As for the OP asking if he can enter the top, go underneath into the vault and then back up, I think I’d have to say no as well because the code does allow to run horizontally but doesn’t say anything about exiting the gear in one section and re-entering in another.

No but I don't see why you can't run the conduit directly to the vertical section that you want to end up in. Why would you need to go all the way down through one section and come up into another when you could just go directly into the section you want.

Yes I understand,why not bring conduits in its proper breaker sec,but as to how it’s laid out and having to bring 20 4” conduits in limited space of 2 sections is going to be a challenge
